Booking availibility is not calculated by Percentage

In Core 4.1+, a new event allows the requestor to select any agent in the queue. Additionally, the self-serve functionality apparently allows a particular timeslot to be booked multiple times based on the number of agents assigned to a queue, controlled by a percentage ("%50 of General queue agents can be booked for 4pm on Friday"). This is challenging in our environment, because we have a large number of agents assigned to the main "General" queue, although only 5 of those agents are actually available for booking. I'd like to request that the "booking percentage" logic be modified to look for a number of agents that have been marked as "available for booking". I visualized this as a checkbox within each user's card, but I'm open to suggestions on how this can be better implemented. Please advise.
